Rules for visiting residents and non-residents
These visiting rules (hereinafter referred to as the rules) were developed in order to approve uniform rules for residents and non-residents to visit the building and territory of the Republican State Enterprise on the REM “National Reference Center for Veterinary Medicine” of the Veterinary Control and Supervision Committee of the Ministry of Agriculture of the Republic of Kazakhstan (hereinafter referred to as the state facility).
Basic concepts and notation:
Checkpoint (hereinafter – checkpoint) – a special place for issuing travel permits to persons and permitted types of vehicles;
Visitor-resident-citizen of the Republic of Kazakhstan, intentionally or arriving on a state uniform;
A non-resident visitor who is a citizen of a foreign state wishing to visit a government facility;
Permission to enter a government facility is an approved process that is mandatory for unhindered entry to a government facility.
Verification means – stationary or manual means (metal detectors, dosimeters, detectors, etc.) used to identify items prohibited from import (export) into the building (s).
The order of visiting the state form by residents of the Republic of Kazakhstan
A permit to enter a state facility is issued to residents of the Republic of Kazakhstan for a short period of time (no more than one working day) in the following cases:
– The visitor has a letter of permission to visit indicating the purpose of the visit, details about himself and the place of work of the authorized body represented by the KKSON Ministry of Agriculture of the Republic of Kazakhstan;
– Oral or written communication of the visitor addressed to the director or, in his absence, his deputy, indicating the purpose of the visit, details about himself and place of work;
– Preliminary appointment of the visitor with a well-known employee of the state uniform, who, in turn, is obliged to obtain permission from the director or, in his absence, from his deputy;
– the head of the economic department, the head of the laboratory, the production need to invite various specialists to perform any work, with the permission of the director or, in his absence, the deputy;
– to visit the administrative department, a resident visitor is issued a temporary pass after presenting an identity card.
A permit for residents of the Republic of Kazakhstan for a long visit to a state facility (more than one working day) is issued in the following cases:
– The visitor has a letter of permission to visit indicating the purpose of the visit, details about himself and the place of work of the authorized body represented by the KKSON Ministry of Agriculture of the Republic of Kazakhstan;
– Oral or written communication of the visitor addressed to the director or, in his absence, his deputy, indicating the purpose of the visit, details about himself and place of work;
The management of the state facility only allows visits to those industrial or other individual buildings that they consider correct.
Permission to visit industrial or other individual buildings is issued by the management of the state facility if the visitor has a letter with permission to visit indicating the purpose of the visit, details about himself and the place of work of the authorized body represented by the KKSON Ministry of Agriculture of the Republic of Kazakhstan;
The security service does not include the indicated persons in the building in the absence of written or oral permission from the management of the object by the state.
The service of the protected state object applies the means of regulation of the access control and checks, checks the persons entering and leaving the building, and vehicles. According to the results of the check, in the prescribed manner, it does not allow people and vehicles to pass.
The organization is issued a temporary pass according to the state number of vehicles for entering the production area of non-appropriate vehicles.
A temporary permit is issued by the secretary-referent with the permission of the management of the state form.
The procedure for visiting state facilities by non-residents of the Republic of Kazakhstan
Permission to enter a state facility is issued by the Committee for Veterinary Control and Supervision of the Ministry of Agriculture of the Republic of Kazakhstan for a single or multiple visit and is valid only for a certain period of time.
To obtain a permit, a non-resident visitor sends a letter to the department of the authorized body indicating the purpose of arrival, the name of the building, the time of arrival, passport details, the name and details of the organization, and the place of work. If for the purposes of the visit, any work is shown to be performed, the visitor must provide the exact name of the type of work and all necessary documentation giving the right to engage in this work.
An arrival letter is sent no later than fourteen working days before the scheduled arrival date.
The office of the authorized body may not allow the visitor to visit the state object without the obligatory indication of the reason or request other additional information related to the purpose of the visit.
The management of the state form independently requests permission to enter in agreement with the authorized body in the manner prescribed by these Rules.
